I have tried unpluging all midi cables attached to each device in the chain to no avail. I have restarted Logic and the Digi rack and still I get the same effect. Is there a setting in Logic that is sending midi info to the Digi that needs to be disabled?

Definitely sounds like Logic thinks there's a control surface on that port. As jacenty says, see if any devices are download registry repair windows 10 up in the Control Surface Setup. Delete them. Music helps not the toothache.
